Biographies
Jeff Kucera FCAS MAAA
 Jeff Kucera is a Senior Consultant with EMB America LLC. Jeff has over 30 years experience in the Property and Casualty business, and joined EMB America after a 24-year career with Allstate, and 5 years as a consultant.
Jeff has worked in several different areas throughout his career although his major practice areas would include Ratemaking, Class Plans, and Product Development. While knowledgeable about all personal lines, Jeff has particular experience in the homeowner’s field, and was Chief Actuary of PMI Mortgage Insurance Company when it was a subsidiary of Allstate Insurance Company. Particular examples of Jeff’s past experience include:
Ratemaking Experience • While at Allstate, Officer in charge for all Private Passenger Auto and Homeowner pricing activity. • Created ratemaking methodology for PMI Private Mortgage Insurance Company. • Oversaw and managed consulting project to implement approximately 150 specialty line rate changes for top-ten writer. • Developed and implemented rating indications for private passenger auto and homeowner lines of insurance for small insurers. • Created rates for start up homeowners operation in several states.
Class Plan Experience • Helped design private passenger auto and homeowners class plans for several insurers, including some top-ten writers. • Special advisor on homeowner rating for several companies of all sizes from one state operations to top-ten writers. • Reviewed private passenger and homeowner predictive modeling results for inclusion of variables, relativities, potential interactions, etc.
Product Development • Instrumental in making PMI Mortgage Insurance Company the first PMI company to examine and implement rating plan that varied by state and lender. • Developed Spectrum rating plan for Allstate Homeowners Insurance in early ‘90s. • Created and successfully implemented special rating plan and underwriting guidelines designed for non-standard homeowners while at Allstate. • Created manual and rating plans for homeowners and private passenger auto in several states for large regional carrier seeking to enter new states.
Jeff graduated from the University of Nebraska in 1975 with a major in Mathematics and a minor in Economics. He became a member of the American Academy of Actuaries (MAAA) in 1980 and a Fellow of the Casualty Actuarial Society (FCAS) in 1984.
Jeff is very active on industry and professional committees. Currently he is a member of the Underwriting and Actuarial Committee of the Citizens Property Insurance Company, which provides property insurance in Florida for those risks unable to find coverage in the voluntary market. He is a past Chairperson of the North Carolina Rating Bureau Property Committee. Jeff is also a past Chairperson of the CAS Committee on Professionalism Education, and currently serves on the American Academy’s Committee on Professionalism Responsibility and the Program Planning Committee for the CAS. He is a past Part Chairperson for the CAS Exam Committee, and has been a member of several other Casualty Actuarial Society and American Academy of Actuaries committees.
Jeff has presented several times on a wide variety of topics at various industry meetings, including several sessions at CAS Ratemaking and Annual Meetings, the National Association of Mutual Insurance Companies Marketing and Underwriting Conference and the Property Insurance Report National Conference. In addition, Jeff has been a special presenter at the Advisory Boards for both Explore Information Services and Marshall & Swift/Boeckh. He has had articles published in Viewpoint (the magazine published by the American Association of Insurance Services), Contingencies (the American Academy of Actuaries magazine) and Insurance Journal.
